One of the most misunderstood requirements in overhead crane safety is the term “readily accessible” as it applies to crane disconnects. Misinterpreting this requirement can lead to unsafe conditions, lockout/tagout violations, and OSHA citations.
At Qualified Crane Training, this topic frequently arises during Overhead Crane Inspection classes, especially when discussing bus bar systems used to supply power to runway conductors.
OSHA’s Definition of “Readily Accessible”
OSHA defines readily accessible as something that can be reached quickly for operation, inspection, or maintenance without:
- Climbing over obstacles
- Removing barriers
- Using ladders, chairs, or similar equipment
For overhead cranes, this means disconnects must be accessible from the floor, not simply operable by pulling a rope or using a remote mechanism.
Why Disconnect Location Matters
While a bus bar disconnect may technically be operable via a pull rope, inspectors and maintenance personnel must consider OSHA’s intent. Questions such as whether a ladder is available, whether the pull device is intact and non-conductive, and whether all conductors can be verified as open introduce unnecessary risk.
In safety-critical systems, these variables matter.
“Within View of the Conductors” Requirement
Disconnects must also be within view of the conductors they control. Locating disconnects in motor control centers, separate rooms, or different levels of a facility does not meet this requirement and is considered a code violation.
OSHA’s intent is to remove uncertainty and reduce the likelihood of shortcuts during lockout/tagout procedures.
Disconnects and Lockout/Tagout Compliance
Lockout/Tagout violations consistently rank among OSHA’s most cited issues. When disconnects are easy to access and clearly visible, employees are far more likely to follow proper LOTO procedures, improving safety and compliance.
For overhead crane systems, “readily accessible” means accessible from the floor and within view of the conductors, without ladders or workarounds. While bus bar systems are permitted, disconnects must meet both the letter and the intent of OSHA, NEC, and ASME requirements.
