When it comes to overhead crane inspections, one of the most debated questions is whether runway conductor guards are required. The confusion often stems from differences between OSHA regulations and ASME standards, along with varying interpretations by inspectors and manufacturers.
Let’s break it down clearly.
OSHA Requirements for Conductor Guards
OSHA addresses conductor guarding in 29 CFR 1910.179(e)(5)(ii) under Guards for Hoisting Ropes:
A guard shall be provided to prevent contact between bridge conductors and hoisting ropes if they could come into contact.
Notably, OSHA does not explicitly reference runway conductors. This regulation primarily focuses on bridge-mounted conductors, which were commonly installed on the inside of bridge girders when the standard was adopted in 1971.
ASME Requirements for Runway Conductor Guards
ASME addresses the issue more directly in ASME B30.2-1.14.6(b):
A guard shall be provided to prevent contact between bridge or runway conductors and hoisting ropes if, under normal operating conditions, they can come into contact.
Unlike OSHA, ASME clearly includes runway conductors, reflecting later industry advancements and evolving crane system designs.

Why There’s Confusion in the Field
Because OSHA and ASME approach conductor guards differently, enforcement often depends on:
- Inspector training and field experience
- Which standard the inspector prioritizes
- Previous inspection history from third-party providers
It’s common for customers to receive inconsistent inspection findings over time due to these differing interpretations.
What Do Crane Manufacturers Do?
Most Original Equipment Manufacturers (OEMs) do not install conductor bar guards on new crane systems. This suggests the requirement is generally considered application- and location-specific, rather than universal.
Factors that influence the need for guards include:
- Operating methods
- Duty cycle
- Hoist and trolley travel limits
- Physical proximity of wire ropes or bottom block to conductors
A Practical, Low-Risk Evaluation Method
If a customer is concerned about a potential code violation, a practical and cost-effective approach is recommended:
- Position the hoist and trolley at the closest extreme point to the conductors
- Measure whether contact is possible under normal operating conditions
- If contact is possible:
- Install a temporary angle iron guard
- Secure it between the bridge girders
- Paint and monitor it during normal crane operation
If future inspections show evidence of rope contact, a permanent engineered guard should be designed and installed. If no contact occurs, the temporary guard can remain as a monitoring tool.
There is no one-size-fits-all answer. Runway conductor guards may be required depending on crane configuration, operating conditions, and applicable standards. A documented evaluation process helps protect both the customer and the inspector.
